Addressing Sexual Harassment and Violence Against Women in Universities: A Meeting between the Delegation from BMP and the Bangladesh University Grants Commission

On Monday, 24th June 2024, Honorable Chairman (Additional Duties) and Member Professor Dr. Muhammad Alamgir Bangladesh University Grants Commission. Bangladesh Mahila Parishad (BMP)’s Central Committee President. A delegation led by Fawzia Moslem met. During the meeting with the honorable chairman of the delegation, although there is a complaint committee to prevent sexual harassment and harassment in the university, the recommendations taken by the complaint committee are often not implemented in view of the investigation of the serious incidents, the repetition of incidents of sexual harassment and harassment in institutions like the university, the teachers who are victims of such incidents – Violation of student’s human rights, disrupting the normal learning environment of the university and creating obstacles and hindrances in the empowerment of women, he said.



On behalf of Bangladesh Mahila Parishad (BMP) , 6 points of recommendations were presented to the Honorable Chairman (Additional Duties) of Bangladesh University Grants Commission to prevent sexual harassment and oppression in universities.

1. To prevent incidents of sexual harassment and harassment in universities, form committees for the prevention of sexual harassment and harassment in each faculty.
2. To organize regular workshops on prevention of sexual harassment and harassment with Dean of each faculty, student councilor of each department of the faculty.
3. In the 2009 Hon’ble High Court Division Bench Directive judgment, the matters referred to as sexual harassment and harassment should be discussed in the orientation meeting after admission of the students to the university.
4. Incorporation of the 2009 Hon’ble High Court Division’s Directive on Prevention of Sexual Harassment and Harassment in the Staff Regulations of University Teachers.
5. To speed up the activities of the complaint committee formed to prevent sexual harassment and harassment in the university and to take timely steps to implement the recommendations.
6. In the light of the 2009 directive judgment of His Highness High Court Division, to organize a workshop/training for the Bangladesh University Grants Commission with the stakeholders on the formation of a complaint committee and the activities of the committee to prevent sexual harassment and oppression.

Besides, it is requested to take effective measures to prevent sexual harassment and oppression, including strengthening the monitoring activities to prevent and remedy the incidents of sexual harassment and oppression in the university. Honorable Chairman of Bangladesh University Grants Commission (Additional Duty) Professor Dr. Muhammad Alamgir listens to the above matters seriously and assures necessary measures and monitoring to prevent and remedy the incidents of sexual harassment and abuse. Bangladesh University Sanction Commission member Professor Dr. was present during the discussion with the honorable chairman. Hasina Khan, Senior Assistant Secretary (Additional Duty) Md. Imran Hossain and Assistant Secretary (Legal) Mohammad Shoaib. The delegation of Bangladesh Mahila Parishad Central Committee was attended by the president of the organization Fauzia Moslem, General Secretary Maleka Banu, Joint General Secretary Seema Muslim and Adv. Masuda Rehana Begum, Central Legal Aid Secretary Rekha Saha, Acting Director of Central Legal Aid Sub-Comitteel Adv. Dipti Rani Sikder, Senior Advocate Adv. Ram Lal Raha.
